Be aware they need to ahve it at first place (hence have correct troops/gear at companions) otherwise they will fight only with their fists (infantry) ot will nto move at all (cavalry)

Next best would be either the Khergit or Sarranid.
Sarranid mamluke have two handed maces so they can crush through enemy shield troops, but downside is no shields. Some of their lower tier guys use maces too, but not all.
Khergit almost all have a blunt weapon as a backup behind their bows and from my experience at a higher rate than the Sarranids. The Lancer is the only Khergit troop that does not always have a blunt weapon backup. While you get more blunt weapons and speed to chase down fleeing enemies, you lose some durability. Khergit troops are notoriously fragile in comparison to other nation's troops.
