In villages. You can buy them if you directly talk to the village elder or you can also loot the village.

In Viking Conquest, there are a couple of other ways. You can buy cows from a Farmstead that go into your inventory and produce butter. You can also win them as tournament prizes.

When buying cows at a village, there is typically a limit to how many you can get in one transaction. You can usually do that more than once to get all of the cows you need.

I've also heard that in VC, you can take your cows to a Farmstead and drop them off. They'll produce more cows over time, so it's like becoming a rancher in that sense.

Basically, you go into the villages and talk to the village elder about buying stuff. The option to buy cattle is one of your dialogue choices.
