VC how to be an outlaw

i tried and checked everywhere but i am unable to find how to be an outlaw i want to be friends with outlaws i mean i want to see them on map as green

You can't be friends with them, unless you mod the game so you can. The closest thing you can really be to an outlaw in normal M&B is becoming hostile with a fac and acting as if you are an outlaw by raiding caravans, killing the little parties of villagers, looting villages, etc. Same goes for Viking Conquest, tho it is easier due to the outpost thing you can build.

In Viking Conquest, one of my characters is friendly with some, but not all, of the outlaws and can even trade in their hideouts. I am not sure exactly what did it, but it is a combination of low reputation, high renown, helping the bandits in their fights against serfs, lords, and priests, and never attacking them. Some groups of outlaws still mistrust me, but I assume it's just because I have not had a chance to assist them yet.

It is very much possible to be a brigand, especially if you do not anger all normal factions.
