They do in Native for certain. I get the impression it's random?
In Viking Conquest you can spawn into a village on your horse but for the life of me, I can't recall any examples of having my horse in a city.
As the previous poster mentioned for l'aigle, the same is true for Native: if the first option you choose upon arriving at a new town is "Walk around the streets..." then you will still be mounted and can ride around most of them to reach such as the local Guild Master (you will have to dismount to ascend most stairs, however). You will only be on foot if you do something else at that town before choosing to Walk around the streets, such as head to the castle, visit your local productive enterprise, or buy / sell stuff.
I'll have to try and remember to go see the Guildmaster first from now on.
