When do you get tech unlocks

I see a tech tree when I boot up the server, are the rest of the tech unlocks not enabled? My server has gone to higher version numbers but I can't find out where to unlock new techs.

New techs are unlockable at every major step. Currently the quickest way to do this is to spam scenery objects each of which increase the build number slowly.

this is almost certain to change at somepoint in the future.
