Hopefully it is.
Short version is: You can't fix it if you didn't back up your local Eternal Arena saves.
It is a known bug that will sadly never be fixed. And it works like that: your Eternal Arena data (matches played, damage delt and so on) is stored locally on your drive in two places. Eternal Arena saves DO NOT work well with steam cloud backup. When you, for example, try to play Eternal Arena on two different PCs, you should move around your saves manually, as relying on steam cloud here will result in some seriously screwed-up numbers.
When you got a new pc, installed new copy of windows, you wiped your Eternal Arena master saves and hence you wiped all your progress. When you stared the Arena again, game searched for your master save and found none. So it recreated the Eternal Arena master saves and you are now staring from noting. The achievement counters take their count form that master save, so your achievement counters will reset accordingly (on achievements you haven't unlocked).
There is no fix, sorry. But in your situation there might be a workaround. depends on what you mean by "get a new PC" and what happened to your old PC. If it's a whole new machine, with new drives and all, and you still have the old drives then you're set. Just copy your saves from the old drives to your new one and this will fix it. Your achievement counters will be as they were last time you played on your old installation. If by "new PC" you mean only the main components (motherboard, cpu, ram) and you have your old drives onto which you installed new system - you could try recovery software. It's a longshot, but it might recover your old saves if nothing overridden those sectors yet.
The only other way is to ask around - maybe somebody with a similar amount of matches played as you had will share their save file with you. Then you could use that save file and recover your progress.
Eternal Arena saves are located in two places on your PC:
1. Steam directory, by default on Windows 10 in: C:\Program Files (x86)\Steam\userdata\[your user number]\485460 (this is SteamCloud copy of the save)
2. Windows document directory, by default: C:\Users\[your user name]\AppData\Roaming\TheBannerSaga3\Local Store\save
I seriously recommend backing them up from time to time.
It sucks, I know. I fell victim to this bug as well, and had my progress rudely reset before I figured out what is happening and why.

I can share my save files with you, if you want. But I have everything unlocked except for 156 arenas played, so I'm not sure how your game will react. Maybe it will retroactively unlock the achievements for you or maybe it will just reset your counters to whatever I have inside the files. Or it will do something yet different. But if you want to experiment, you really have nothing to lose :). So just let me know.

I put a file from Steam folder and the file from local store folder. They are the same file basically, but just in case I copied them both. Be sure to put the saves in both locations on your PC.

There is a 105 Arenas played on the save I shared with OP several posts ago and all other EA achievements done. So I'm pretty sure he's fine with that count
Yeah, I saw quite a bit of people talking of such crashes here on the forums. Doesn't seem to be specific rhyme or reason to them - they just happen, to some more than others, so it might have something to do with specific PC configurations. I never really experienced much crashing myself.
And what is worse, at some point Stoic introduced another bug into survival mode where you get no end screen after you finish the last battle, you're just permanently stuck (https://steamcommunity.com/sharedfiles/filedetails/?id=1595496861). This bug I had consistently. I doubt that it will every get fixed.
If you are having a lot of trouble with survival mode crashing, you can get around it in a admittedly a bit cheaty way. Just back up your survival mode save from time to time while going through battles. Then if you crash (and as a result it will count like a reload, voiding the achievement), you can just restore your backed up save and continue like nothing happened.
