Sorry to hear you've encountered this issue with the powder kegs in the 'Outgunned' mission.
To clarify, are you referring to the first portion of this mission, just after finding the blueprints, and before the chase? You should be able to 'Interact' with these kegs once you've got close enough.
If you're still unable to interact with them, would you be able to share a clip with us so that we can see exactly what's happening? You can upload this clip to a video/file sharing site like YouTube or Google Drive, and post the link in your reply to share the video with us.

This issue is known to us but was previously found to be caused by a corrupted game file that could be fixed by verifying the file using the launcher options.
As this has not worked for you, can you please try backing up your save file, then doing a complete reinstall of the game, to check if this can fix any corrupted or missing files that verifying missed?
In addition to this, as the game is one of our older titles, could you please find the games .exe file in the folder where you installed the game, open its Properties and Run it using the Windows Compatability Mode option, for each older version of Windows OS.
Please make sure to disable full-screen optimization in these settings too. This will emulate an older version of Windows the game was originally released for and maybe better at running the game and prevent these issues from occurring >
