This is correct - the DLC and Ubisoft Connect rewards are no longer accessible as of October 1st 2022[www.ubisoft.com].
I apologise that the Deluxe Edition is still listed on Steam though - this should have been removed following the shutdown and this has been raised so it can be delisted.

Some players have noted success in accessing DLC when using a save where it was activated previously - but we cannot officially guarantee this will work.

From what they mentioned, It sounds like you could probably download a Save File that has accessed the DLC before. I don't know if that'll work, but I would try it. Download it, drop it in the right file (and having a copy of it set aside), play that save and go directly to the DLC Areas, then make a new game to see if you're able to still have access to the DLC in that new game. If not, all I really see is some Data Tool on Nexus. Don't know if they would work or not. Haven't come across anything that comes close to fully accessing what you've paid for. And you have paid for it, and still currently own it. So, if you choose that method, I don't really see an issue with that, for this particular case.

Thank you for the update.
As the online services for Assassin's Creed Brotherhood were decommissioned, there are currently no plans of resuming this service.
Decommissioning online services for older games is something we do not take lightly, but it is also a necessity as the technology that drove those services becomes obsolete.

This should be an easy fix considering it's solo content, Ubisoft should be able to patch it in.
