I've found a keycard on a dead woman body in B2, but once I reach the B3 level the door to reactor core shows a sparkle to indicate there's no energy to open it

i literally just did this part earlier today and i dont know what you are talking about. did you start the reboot process?

You mean entrance to the reactor itself? It's related to main plot, you can't get in otherwise.

nope, I was just exploring and I gave that woman the medicine

yeah, I'm mainly doing the side quests first and exploring before continue the main quest :)
