can someone help me install mods on to this games please thank you

Same way like on the first part of Shift. Your game need to be Unpacked.

Google for : How to Unpack NFS Shift 2

When your Unpack your NFS Shift 2 , then simply install the mods by replacing the mod files with the original files on the root of the NFS Shift 2 game where you have installed it.
