Dragon Valley on Steam?
Does anyone know if Dragon Valley is going to be available on Steam?

Probably not -- the Worlds never have been before. You can buy it in-game though through the store.

Dragon Valley is an addon to the game, basically a DLC. The DLCs can only be bought from EA stores. (The DLCs displayed here in Steam are actually expansion packs and stuffs packs only, they're not really DLC but since they're virtual, Steam have decided to account them as DLC).
