Can't get self employed as a diver

Hi, I'm in need of some help. I learned that a sim can get self employed if they are level 2 at their skill and I want my sim to be a self employed scuba diver, but Im at level 3 and I click city hall and it doesn't say "get self employed as/scuba diver". I have done this with alchemy before and it work perfectly, but I really want my sim to make money by doing his hobbie. Can anyone help?

As far as I know, scuba isn't an eligible skill for self-employment. (But I don't have Island Paradise, so I can't double-check there.)

My understanding is that only those skills which produce items (Photography, Writing, Sculpting, Fishing, &c.) can become self-employment career paths.

In order to become a scuba diver, you have to go to either the grocery store or the local resturant and "look for diving jobs". There's no actual branch of self employed scuba diver other than that, as far as I know.
