Trying to download the framework for Sims 3 mods

I'm trying to download the framework for adding mods, but I keep getting these"Insecure download blocked" and "This site isn't using a secure connection and the file may have been tampered with". I'm trying to download it off Mods the sims, but things aren't going well as you can see. How do I know it's safe to download when I keep getting this every time? I've seen many Youtubers using this with no errors, but I still get them anyway.

On Chrome, you have the option to bypass the warning by choosing "keep."'

Mod the Sims is most likely getting flagged because it started getting hit with viruses last year. That download should be safe because it was only Sims 4 downloads that were getting hit by viruses. However, if you're unsure, you can scan for viruses.
