Would I pay twenty bucks USA? Depends. I don't pay full price for the stuff packs as they are just collections of objects-. Deal hunting, I get them for less than ten bucks. I bought expansions to my Sim games from practically everywhere. My best deals have come from Asian resellers of EA games. Prices for video games in Asia ae very low, and resellers can pass on great savings. As ever, caveat emptor. Be sure that the games have International and/or English options. Amazon USA resellers sometimes have sealed European disks that have English or International options for little more than ten bucks (postage can be a deal breaker, I've had better deals from Asian eBay). However in order to have that level of flexibility, you have to remember you are not married to Steam, and Steam is not married to you.
