Not exactly, I don't remember which DLC it was, but you can have "professions", which are different.
For example you can go to other sims' houses and redesign them.
Or, you can go for hairdresser (more or less), which allows you to change a sim's clothing and hair and accessories (and get paid for that)

Didn't like it too much compared to the shops in Sims 2 (which I used a lot)
No, there's nothing like that in Sims 3. This is one of the many reasons my girlfriend prefers Sims2 to 3, and won't even look at 4.

If you get the "Ambitions" EP for the Sims, it lets your Sim work out of their home for certain professions (but not really have a home business). They can be an architect, for example, and they don't have an "office" but go to their client's homes to works.

Ambitions also allows for a Sim to register as "self employed" and then make money from gardening, sculpting, fishing, and a couple other things they can do on their own, too.

Island paridise will give you the ability to run resorts.
Abitions will give you many jobs you can do at home asuming you have atleast one skillpoint in them:
Farmer, writter, painter.
Then there are proffesions like private eye(stalker) home decorator(change sims there houses) stylist(making sims wear something decent for a change)
Ow and generations adds babysitter proffesion....Wich is a very very very hard job if you only got one sim.
