Here is a guide that I used to help me get the game running years ago, but a few things are different these days.

I used to recommend some Island Paradise guides, but it turns out all I had to do with my first family on that World was move the houseboat families to inland homes and delete the Scott family (that also lives on a houseboat).
This next one is also good for just launching the game. It will do a cleanup of the extra stuff that accumulates in certain cache files before it launches the game.

Make sure you cap the fps. Mine is capped at 30 fps, but a lot of people prefer 60. If you want to go higher, you probably need to add the NRAAS mods.
You don't need to do everything in Cruinne's guide. Just search for possible solutions in there if you have problems getting the game to run. Also, the tips about turning off certain things in the options menu helps.
Always use the "Save As" button after the very first save, and do at least one save every Sim day. Use sequentially-numbered names for your saves. Also do a save whenever you make a lot of changes, such as a new wardrobe for a Sim, or a new house build, or redecorating, etc. Don't let a lot of excess stuff collect in your Sims' inventories, either.
There are 5 cache files that should be deleted after every play session, or you can just use the script in the 2nd guide that I posted above, because it clears even more cache files that are harder to find.
I also store backups of my save file after each play session. I don't think the Steam Cloud is available for this game.

Capping the FPS might be needed, from some forum entries I know that it might cause issues above 60fps. But since I´m on a 1080p/ 60hz system, no issue there either :)
Regarding expanding locations: There is ONE (and mostly just that one) downside to Sims 3 compared to Sims 4. You cannot travel from one town to another. Although there might be a travel mod, not sure if that´s still available and works ...
