Report a translation problem
So far the only solution I have is this. Following error 16, keeping the game open, I switch to the desktop and access the save file.
Document/Electronic arts/sims3/saves,
I delete the save with a .bad extension. I switch back to the game and try saving again. Sometimes it's necessary to do this twice, but usually it works the first time.
''controlled folder access'' - its a windows defender thing, i turned it on, and it was picking up sims 3, so i allowed it (TS3W.exe)- and then disabled CFA... so far, no error 16 (pls dont jinx me)

Uninstall OneDrive and see if that helps
I don't know if the save-opening problem is related to Error 16 or not.
Nevertheless, to get the save file to open, I had to create a Roaring Heights test file. I swapped the meta.data from that folder to the folder that I'm trying to load. The save loaded successfully. However, when I rebooted the system, I ran into issues again.
I later read on discussion forums that the 22H2 update was causing issues for The Sims 3, so I decided to roll back to confirm this. Everything worked fine. Though I was back on 21H2, I decided to still look into it some more as I hadn't yet exhausted all of the possible solutions in getting it to work.
After being back on 21H2 for a few days, I decided to give 22H2 a try again. After getting everything set up, and then downloading the newest .NET framework updates & security definitions, I went and fired up the game. The Roaring Heights save loaded right up. I played for a few minutes, and it saved fine.
Next, I went to Windows Explorer to search for OneDrive as I've been told that OneDrive is a probable culprit behind the Error 16 and/or the save-loading problems on 22H2. I wanted to see if I could replicated the problem. I clicked on it, and it displayed the contents although I wasn't logged into it.
Next, I went to TSR to download a few lots for my upcoming series in Roaring Heights. I then installed them through the launcher.
After that, I went to fire up the game, and the save wouldn't load showing up with the "A serious error has occurred..." message. I closed out.
I noticed down to the right, after clicking on Show Hidden Icons, that OneDrive was running in the background. I closed OneDrive.
I then fired up the game again, and the save loaded up fine. I played for some time, and the game saved without any problems.
Given this, OneDrive doesn't need to be uninstalled. It only needs to be closed while the game is running.
Since OneDrive wasn't running in the background this time, and the system hadn't been rebooted, I decided to check into Windows Defender since I hadn't yet done that.
I noticed that the last security updates were done earlier in the day at about 9 AM, so I don't know if it had anything to do with that. The save file I was trying to open was written last night at around 11 PM.
Next, I decided to go to the Controlled Folder Access, turn it on, and add TS3W.exe to the app exception list.
Then I started up the game again, and the save loaded fine, and I was able to save without any issues.
After that, I went back to the Controlled Folders Access settings and turned the toggle switch to the off position although I kept TS3W.exe in the app exception list.
Once again, the save loaded fine, and I was able to save without any issues.
So, with the Controlled Folders Access, it's a matter about whether it's necessary to leave the toggle switch on or off.
