You can also register all Sims 3 DLCs you buy on Steam to Origin (and can then play play them all via Origin).
However you can not transfer anything from Origin to Steam in order to play it with the Steam version of the Sims 3 Base Game
What you purchase on Steam can be played via Steam and doesn´t require Origin. You just have to be aware that all DLCs have to be bought from Steam in order to work with Steam.
Everything that you buy outside of Steam ((On-/Offline)-Retailers or Origin itself) only works with Origin.
It is stupid, but some people want to have all their games in one place. I'm one example.
system- Origin has zero value to me personally since I can't backup my games correctly on that platform (I tried) and I have all my friends on Steam. Whatever floats your boat.
It doesn't work that way, if you don't have Sims 3 base game on Steam, you cannot buy the DLC, the Steam Store stops you from making a purchase. If you have it on Origin only, you're hosed.
It would be different if Steam would allow the use of the Origin key to register your copy of Sims 3 to the Steam library though. However, they don't allow that, which is why I had to ask about this.
