Yes you can control it. Also, to prevent zombies and stuff from appearing, you can disable the moon phases by changing it to something other than full moons since a lot of weird supernatural stuff happens on a full moon. Not sure exactly how effective these options are, but I turn them off and it feels as if I do not have the expansion on even though I do.
Note that these options stop the creation and spreading of NEW people. So if you already have a vampire walking around, he will still be there whether you uncheck the option or not. But so far it seems to keep the game pretty realistic.
