I'm not really sure what your second question is asking.
Sorry, the second question was asking if family sharing expansion packs did work and I used their items in a world, when my friend who owns the packs plays a different game, would the EP items be replaced by something from the base game?
EP's are very expensive and my friend is willing to family share them. I want to own Seasons, Generation or University, however I can't afford all of them.
If you share with a family member: they get what you have installed/licensed - no more, no less.
If you share a game with them that they already own, it uses their license for the game, not yours. That is, if they already have The Sims 3 installed, and you share The Sims 3 with them, it won't actually ever play through sharing (in theory) since they already have the game; it just uses theirs.
If you share your library with them, you do not get access to their library, or any of their DLC.
If they share their library with you, you get access to their games - but not to any of their DLC if you already own the base game. Because, again, you can't "share" a game that you both already own (and this is based on ownership of the base game, not the DLC).
So... what happens when one of you owns DLC the other doesn't? It doesn't seem to matter: if you both own the base game, there's no sharing the game to get access to extra DLC according to the FAQ.
