As for mods the must haves are using the most recent versions of the debug, error trap, overwatch (especially if you want to play on the Island Paradise world), and travelling mods. Some players also like to use the master controller and/or story progression mods and modules as well; although, those types of mods and modules (especially story progression) are more optional as well and all mods will require the resource.cgf file downloaded as well or else none of the mods and modules will work for game play. (On a side note, I would highly recommend adding at least some modules as well if you decide to use the master controller and/or story progression mods.)
If you haven't registered your game and can't now, I'd suggest buying only the base game on Steam and then waiting for a sale: the Sims 3 Collection was $66.50 U.S. during the last two sales, which works out to $3.50 per pack. At that price, even stuff packs are worth it, and depending on how many packs you plan to buy, this may be the cheaper option.
Otherwise, I'd highly recommend Ambitions, University Life, World Adventures, and Late Night, plus Supernatural if you're into that kind of thing. Seasons is great but is somewhat demanding, and Pets even more so; I wouldn't recommend getting either unless your computer has a dedicated graphics card, although Seasons does appear to run reasonably well on the fastest iGPUs as well. As for your other packs, that depends on your taste and playstyle. If you describe what you like about the game, it'll be easier to give you a better idea of which ones you might enjoy.
As for mods, I'd never ever play without NRaas ErrorTrap, Overwatch, MasterController, and Traveler (in any game where my sims will travel). Register and Traffic can be essential depending on which packs are installed. All of these mods except for MC do their jobs in the background with no need for player input, and none of them changes gameplay by default aside from preventing errors. MC doesn't do anything unless you use it to issue a command.
Other mods are about personal preference and addressing more specific issues that you may run into. So it's easier if players list those issues, or features they wish worked differently (or that the game had at all) and then ask for mod recommendations.

That would leave out World Adventures, Ambitions, Generations and Seasons.
I would play Origin if i could buy these dlcs but they do not sell them on Origin anymore (weird, since they do on steam!) so i will rebuy the whole game i feel like, i know there are code re-sellers but my region got it cheaper overall than if i were to do keys. And legal so yea. I'll just rebuy everything
Not sure if i will bother with Island Paradise since i heard it has massive performance problems, like David mentioned above, I have a 3070 TI Graphic Card, it's a beast but Sims 3 is an old game not made for this hardware, idk, i might if i feel like im really into it.

At $10 per pack (at least during sales and in the U.S.), it would be cheaper than buying the whole game on Steam, but that's only true if you're looking to buy just a few packs. Personally, I much prefer playing through Steam anyway and would pay more to be able to do so, but not everyone hates needing to go through the launcher and deal with its pack selector and the mandatory Origin tie-in.
And yes, it's always better to avoid code sellers. Among other things, Origin can block the codes weeks or months later, meaning you wouldn't be able to load the affected packs anymore even though they'd still be installed.
The features of Island Paradise work fine in any other world that has the space and deep-enough water, so if you like the content, it's certainly worth the sale price. There are also plenty of well-made custom worlds with mermaids and dive spots and everything else you'd want. Check out Rflong7/Rflong13's worlds if you're curious. Her worlds are quite popular and extensively tested, and she never uses custom content.
With your 3070 ti, you'll need to manually limit in-game framerates for the long-term health of your card. You can do so through the Nvidia Control Panel: enabling vertical sync works in fullscreen mode, and the max frame rate setting works in fullscreen and windowed modes. Make sure to choose ts3.exe for an Origin install or ts3w.exe (with the W) if you end up with a Steam install. If you need more specific help with this process, just ask.
Movie Stuff doesn't cause sims to dress in clothing more typical of the opposite gender. If you're curious what content comes with the pack, here's a full list:

If this comment is related to the issue of males aging up with pigtails, that issue is independent of any particular pack and can't really be prevented without some serious editing of the game's program files.
To block sims from wearing certain hair/clothing/makeup items you don't like, you can use NRaas Dresser to make an invalid parts list. Dresser does have a bit of a learning curve; if you need help figuring things out, ask on the NRaas site and someone who knows how to use the mod will be happy to answer.
There is only one cross dressing outfit for men for the entire pack; although, I think that it is limited to men only despite the fact it looks very feminine as well. It is one of the hero outfits that looks like a corset and feminine stockings that are exclusive to men. According to LGR reviews Movies stuff does include at least a few material items that are associated with LGBT (including one motorcycle as well). I actually hate some of the futuristic hair styles. Some of them really do look weird and prefer that none of my sims use them or perhaps rarely use them if at all besides maybe the alien race. I guess it might be a good idea for me to remove some those hair options with my dresser mod. The same is also true for futuristic makeup. They look ugly in comparison to normal makeup at least in my personal opinion. Especially since I do not often go to the future worlds either being the main reason why I am not really a big fan of futuristic clothing, makeup, and hair which by default many other sims in my game use as well even from the main world. It would be nice if all this futuristic stuff for makeup, clothing, and hair was included by default only from the futuristic world instead of the main "modern" world, but unfortunately that is not the case here.
