It means either one of more of the programs that the launcher relies on is out of date on your computer, or that they've updated an ad in the launcher and they did it wrong.

Regardless, you can usually click "no" and just move on without worrying about it.

FWIW, the programs the launcher needs to be up to date to have any hope of working properly are: Internet Explorer, Adobe Air, Adobe Flash, Java, and Microsoft C++ redistributable. For example, even if you only use Chrome or Firefox and they're you're default browser, the launcher absolutely relies on Internet Explorer wants it up to date.

Depending on when you bought the game, you may have the option of bypassing the launcher entirely and firing up the game directly. I'm not sure if it can be done through your Games Library, but you might be able to point a shortcut to TS3W.exe and ignore the whole problem. If you want online features, there is a login button on the Main Menu screen, so the launcher isn't required for that, either.
