First link the EA App with Steam:

Now you can also start playing from Steam instead of the EA App if you want to.
Then go to my profile, scroll down a little and try the single steps I write in the 2nd showcase. This works perfectly for many players and for me (not for everyone though), so hopefully for you, too. If it does, you must follow these steps every time before you start playing, it takes only a few seconds and there is no patch or anything else needed.
I'm afraid I can't tell for sure. I only know that the EA App is required but I'm not sure if you also must buy Sims 3 there and I don't know either if any DLCs should be better bought on Steam or the EA App. Maybe it's safer for you to read all those tons of posts in the discussions to see if someone wrote anything about having to buy Sims 3 via the EA App.

Move all the launcher .exes out of the folder, make a shortcut to TS3.exe, launch from there.
Works a treat, and no forever-running launcher eating up CPU + RAM.
