Question about sims 3 and sims3packs and package files?

I am used to using package files not sims3packs I was told that multi pack installer concverts sims3packs into package files so I googled "multi pack installer" and only found multi pack extractor is this the same thing/does it to the same thing?

Thank you I never liked sims3packs so this is a really good program/mod it is said it is easy to convert them, I just wish there was a easy way to make/change the skin mods to default instead of non-default as I've found a few skin mods one for a alien,mermaid a zombie and a plant sim but she made them non-default therefore it wont replace the in-game supernatural sim skins the skins are by n i o b e cremisi, For some reason if I don't space this person's first name steam mistakenly thinks it's a swear word and replaces the name with hearts or censor.

Yeah same, no Sims3packs allowed in my game.

I've never worked on skins, but maybe it is relatively easy, and worth an ask on ModtheSims.
