I have a question about sims 3 pets and graphics?
The first time and every time I've played sims 3 with pets expansion I've always had a graphics issue with the cats and the other animals that are more like cats not sure why but sims 4 pets cats also has this graphics glitch and I know the cause is not my comp hardware: sims 3 and 4 cats have the stretch graphic glitch it is only when I raise my in-game graphics to med/high this issue is fixed but why?

If you read that thread at MTS, you'll see that it suggested turning on Advanced Rendering in settings, and also that the issue could be an under powered system or unrecognized GPU. I don't know how old or new your GPU is, but if it's new you might need to have it recognized by downloading The Sims 3 GPU Add On Support mod at Nexus Mods: https://www.nexusmods.com/thesims3/mods/106

Do you use mods? I can't imagine this glitch occurring unless you have mods installed or there's an issue with your GPU not being able to handle textures.

I had this issue on my windows 10 for only sims 4 cat breeds any cats,racoons any animal that is tagged as cat and nothing wrong with my win 10 at that time but it died because of the fan in my pc and my win 7 the same issue with cats in my sims 3.

Have you limited the fps for this game? The game does not come with its own fps limiter, so it needs to be set manually. If you use NRAAS mods, you can limit it to 60 fps. I don't use any mods, and limiting the fps to 30 (the standard fps for most games when this game was created) has fixed a ton of issues/bugs in this game for me.

I use the Nvidia control panel to set the fps for my older games.
