Report a translation problem
I use the Nvidia control panel to set the fps for my older games.
If you read that thread at MTS, you'll see that it suggested turning on Advanced Rendering in settings, and also that the issue could be an under powered system or unrecognized GPU. I don't know how old or new your GPU is, but if it's new you might need to have it recognized by downloading The Sims 3 GPU Add On Support mod at Nexus Mods: https://www.nexusmods.com/thesims3/mods/106
