I was thinking, is it possible to gift them? Or store them somewhere for another playthrough? Sounds ridiculous! But is that possible?
Gift them - sure, why not? I mean, it doesn't hurt to try.
Save them for another playthrough - I'm not even sure what that means with the Sims. You mean put them somewhere your Sims will have access to them after you start a new game? It doesn't work that way, though you can always just cheat their way to the money for them.
I assume you mean Twinking (transferring items between different characters in a game). OK, yeah, it can be done in a really weird sort of way. The solar panels are linked to a single household, so you basically have to manipulate the household to the point where you can save the household that you want to play in the new game separately from the household that you're currently playing. It can be done, but it's flat out easier to just cheat yourself the money to buy new ones and bypass the headaches.
If you're talking about a stashbox somewhere that exists in all worlds for all households, no.
