The probable reason that the EA launcher is offering to sell the game to you is because the EA version is different than the Steam version. This was something EA insisted on when they agreed to offer the game on Steam. It's the same game, but there is a slight modification that lets EA know that you purchased the game on Steam, and there are rules that apply to what you purchased and where you purchased it.
If I remember correctly, you don't need to register the game with EA in order to play the Steam version, but if you want the simpoints, or you want to download a town that is available from EA for free (Riverview?), then you will need to register it with one of the EA sites.
Thank you for this! To register it on those EA sites to get the Riverview town (for example), would I need to buy it from EA for that?
