When you redeem a Steam copy of Sims 3 in the EA App or Origin, it doesn't show with a Steam logo because you don't need to play through Steam, unlike with newer games. Think of the logo as telling you that you own the game in Steam only, NOT in the EA App.
If you buy packs elsewhere and register them in the EA App, they'll work with an EA App install but not with a Steam install: you can only download these packs into the Origin/EA App version of the game. This is the reverse of Sims 4, where you can only download Steam-owned packs from Steam but can install EA App-owned packs in either one.
If there's some other issue you're seeing that I didn't cover, please clarify what that is.
While Steam and the EA App install different patch levels, 1.67 and 1.69, respectively, these aren't really two different game versions. The game files are exactly the same for both patch levels. There are only two differences: one is the pack selector in the launcher, and the other is that Steam allows you to launch Sims 3 without having Steam running. If you play through the EA app, you'll always need to open the App first.
