Really, my method is not that hard, so long as the person can follow directions. And it's considerably faster than re-downloading Sims (and may cost less if you have limits on your downloads since Sims 3 is HUGE).
If you want to select specifc game content to launch, you should use the Sims Game Selector. And I do apologize for not thinking of this sooner. But here it is:

From what I understand, this basically does the "technical" way of disabling DLC for you. So there's no mistakes since it automates the process. Way more sensible to try to use this rather than migrating to Origin for patch 1.69. I'm not entirely sure it works on the Steam version though, someone would have to check. All I have is the retail version.
Given the issues with Origin (and that if you have registered your game, you already have a copy on Origin if you'd prefer to use it), I strongly suggest not trying to update Steam Sims 3 to 1.69.
