But you can do that without mods. Just build a room around the other Sim (no door), and they'll starve to death. Wait for them to jump into the pool, remove the ladders and they'll drown eventually. Build a room with a fireplace around them, send your Sim in to start the fireplace, leave and remove the door. The room will catch fire eventually and they'll burn to death. Lock them in a basement with access to food and water and something to play with, but no beds or toilets.
If you're playing with NRaas mods, you can use Master Controller Cheats to add occult states like died of old age, electrocuted, ate too many Magic Jelly Beans (Supernatural required) or something like that. The Sim will turn into a ghost of someone who died from that cause.
If you're looking for something like shooting other Sims or blowing them up or hacking them to death or something like that, I don't think the game engine allows it. Remember that the game is rated T, so the engine will allow some things, but isn't designed for others.
