Report a translation problem
A bugged game can usually be repaired by replacing the metadata. You can also try a factory reset.
However, I have never played with such a large household and, yours seems to exceed the maximum. Are you using mods? If so, you need to say which one(s). There are players here who know about mods, I don't.
To find indtructions on Factory Reset and Replacing Metadata, go to Car'ls Sim's 3 Forum. I know the instructions there are clear and easy to follow.
However: You can have at most 8 in default Sims households - are you running mods to allow this, or is it just a freak accident?
Note too: the Portrait Panel can only display 8 Sims max by default, I think. To have it display more, you need the NRaas Portrait Panel mod ( http://nraas.wikispaces.com/PortraitPanel ).
If I were faced with this, I would decide which "human" sims could be spared and move them into a seperate family. (You won't have control of course, but the relationships will persist.) Personally, I do not like having large families to control, I am a micro-manager, but on occassion I have gone to eight. As this is the maximum displayable, I would suggest that you do not exceed that number.
I am guessing that if you try replacing the metadata or a factory reset one of your sims could be removed to reduce the household to acceptable size. However, I just don't know.
So, as suggested previously, reduce the numbers in your household, then, I would suggest doing a factory reset to clean your game as it has obviously become problematic.

I do this occassionally just to keep my game running smoothly and error free.
That's not a recipe for sanity though, it's really annoying to have to keep doing, and I would suggest using PP instead.
Note that if you ever change active households, even with the game clock paused, the overstuffed one will tend to dissolve on you unless you have StoryProgression protection in place for it as the game itself won't know how to handle such a household. You also won't be able to move any sims out of this household using phone/computer or Edit Town commands without NRaas Mover.
Besides NRaas MasterController, StoryProgression, Mover, and Woohooer having options to allow Greater Than Eight on purpose, yes there is a birth looping bug in the game that can get carried away when a pregnant sim gives birth. The mere presence of Woohooer usually stops that from happening for those who face this bug to the point where otherwise dozens or a hundred sims kids might be born and the game then explodes from the stress. What was described here might be a more mild version of that bug.
