I have a r9 380x, and i am also experiencing this issue. I have looked online and some people say its just AMD drivers that dont really work with Vsync.

I'd at least google your video product line / Tearing / Game .. see what hits might be helpful
- might have to reword your search a bit

-Could try setting Max FPS for your Video Card (for Sims 3) .. if needed get a 3rd party app for that.

-Could also try Force DirectX to version 9 .. since Sims 3 is DX9 .. and sounds like you guys got higher end systems .. likely with higher level Operating Systems (which you default DirectX is 11 or higher) -forcing DirX version is done in the Steam game launcher opetions.

Just some ideas you can try ..
Thanks for the reply, will try out your idea!

This seemed to fix my problem, it made the screen terring very minimal! just right click the sims 3 in your steam library and click "Launch options" and type "-dx9" without the qoutes!

I also ran across this video for setting this stuff up in Catalyst Control Center: https://www.youtube.com/watch?v=JjzKkXPPqOk

It suggests both setting vertical sync to "always on" and enabling triple buffering.

That also may have been the issue, i put tripple buffering on before i tried the dx9, so that might be the solution!
