in my case, I've moved all the old saves to an external hard drive used only for storage purposes, and I keep moving new saved files, to the external drive, to have enough room on my main drive...
ideally for optimal performance of your hard drive and of the computer itself would be to keep at least 10% free space on the hard drive, any hard drive, regardless if it's an internal one, the main one with the OS (Operating System) or an external hard drive, or any partition created and in use on a hard drive
I know that can be a frustrating issue, especially when trying to manage a relatively small solid-state hard drive
coming back to your initial question, I personally didn't tried as of yet to install and run Sims 3 off an external hard drive, but keep us posted if you try it and it works
