You can disable autonomous "play with sprinklers" with NRaas Retuner. Sims could still play with the sprinkler if you told them to, but they wouldn't decide to do it on their own. If you want to do this, install Retuner, then click on City Hall and select this:

NRaas > Retuner > Show Object Menu > True

Then click on a sprinkler and select:

NRaas > Retuner > Play With Sprinkler > Allow Autonomous > False

However, this sim will probably just find something else annoying to do. Sims in the active household don't generally leave the home lot on their own unless they're supposed to go to work or school and the carpool or bus shows up. So if you want this sim to go out on the town, you'll probably have to at least tell him to go somewhere.
Oh I do not think I have that mod

I think there's an option to have a chance of an active/inactive sim go to a community lot each day using, I believe, MasterController and one of its submodules - Cheats maybe.

Sims are more attracted to sprinklers than anything else, other than video games, maybe. The non-NRAAS mod option is to put a fence around your garden and lock the gate for everyone except the Sim that tends the garden. If the gardener also plays with the sprinklers too much, then lock the gate for everyone, except when the garden needs tending. Make sure to relock the gate when the gardening is done.

The returner was buggy asf , I removed it right after I saw the bugs from first time using and to answer your question I can;t use the gate like that cause the garden is in the backyard where each morning an npc comes to tend the plants , I just want my sim hubby to not spend 18 sim hours playing with sprinkler , Well the soluttion was had to make a new house with only 4 plants instead of 21 and no sprinkler this time

to play TS3 you'll need NRAAS, it helps solves errors in the base game and allows you to play the game without doing much else, but if you customise it a bit towards the way you want to play it, you'll find NRAAS is a fairly powerful tool to have.

In one save in the past i grew this massive vegetable and fruit plot with just one sim, it took until 12:30pm from waking up at 6am to sort out hygiene, toilet and hunger concerns and then then rest is spent on watering plants. never needed a sprinkler, if i had a few other sims in that household, the time would be cut right down to a few game minutes.

so unless you are producing a massive field full of vegetables, fruits and other growables. in order to sell, otherwise sprinklers are not needed at all, so long as some time is set aside for the task each game day, you'll be good to go.

Personally, I always get the sprinklers and upgrade them as soon as possible. They save a ton of time for my Sims. Hand watering is very time consuming, especially with a large garden.

Nraas mods works just fine. It was likely the person just messed something up.

But anyways there is also this alternative if you don’t want to use retuner https://modthesims.info/d/349614/no-autonomous-sprinkler-09-11-10-compatible-with-all-latest-versions-and-games.html
