It's also a good idea to manually limit your in-game framerates since your graphics card is fast enough to generate wildly high fps. That's not great for the long-term health of the card, in addition to generating unnecessary heat.

And I would absolutely go with Sims 3 over 4. 3 does have its issues, but it's reasonably stable on a suitable computer (as yours is) and should run quite well. Its content also has more depth, and the open world is something I can't play without.

can you tell me how to limit FPS? i played in-game it is 200-370 fps but i want to limit it to just 120 fps, V-sinc in NVIDIA control panel is already turned ON.

If that doesn't work, you can use a tool like RivaTuner Statistics Server (free download) to set an explicit rate. RTSS does need to be running while you play, but it uses hardly any resources and can be set to open with Windows if you want.
The other easy option is to use the Lazy Duchess Smooth Patch, which you may want to install anyway for performance reasons. Version 1.2.1 includes an fps limiter; you can just set the number to 120 or whatever you want by editing the included .txt file.
DX 9 is now downloaded with the install, or was at least for me, I have other somewhat older games so the install wasn't required anyway.
Th FPS issue has always existed with this game, it wasn't until graphics cards exhibited the ability to get wild and crazy about the Fraps that it was generally noticed, for me anyway simply setting Vertical Sync to on for this game with the card did the trick.
Make sure you check the fps, the 3070 can go excessively high fps as Sims 3 has no inherent fps limiter, for my 3080 it was vertical sync on and it was gone (I do not have dual graphics cards).
I had this issue on my last system so the answer is fuzzy, however 2 things, verify files which you probably already did, and are you launching from the steam play button?, if you are do not do this.
Go into the files and copy the Executable TS3 (not the longer one) to Desktop as a shortcut, this was the answer for me back then, it eventually broke somehow but I just replaced it.
The newer Alder Lake cpus also do not work with Sims 3 however Lazy Duchess has a patch download for that which cleaned it up for me, however your game would have probably never worked to begin with as mine did not.
Hi! Thank you for yor reply. Unfortunately, nothing helped. I always launch games from my desktop. Tried to launch from Steam play button today, verified files few times - nothing. Uninstalled the game, I'm installing it now once again. If the game doesn't lauch, I will make a refund...
Reinstalled the game, nothing changed... It still doesn't work
Try launching the game directly from the TS3W.exe executable in the game/bin folder instead of through steam to bypass the crappy launcher (can also be added as a non-steam program to achieve the same)
Try running TS3W in Windows 8 or 7 compatibility mode
Try launching the game immediately after restarting your system without any programs running in the background
Try disabling game mode and fullscreen optimizations (as well as any other non-steam overlays/notifications like geforce experience)

Go to options.ini in your documents folder and try either launching the game in windowed ("fullscreen = 0") or try messing with resolution and refresh rate (I seem to recall having to set refresh rate to auto so the game wouldn't keep closing itself; right now my resolution setting is "resolution = 1920 1080 0" where 0 is auto refresh rate, if it's already auto try setting it manually instead)
If messing with the ini doesn't help try deleting your sims 3 documents folder entirely, something might've gone wrong in it and reinstalling doesn't reset settings
