Report a translation problem
The second thing you'll want to do is to reset some Sims. Make a new saved game first (Save As...). There are a couple of ways to go about it. One is to use the console (where you did the testingcheatsenabled thing). Open it (ctrl+shift+c) and type "resetsim <firstname> <lastname>" (no quotes and substitute your Toddler's first and last names). They'll get moved to somewhere out by the mailbox, but that will hopefully unstick them.
You can also reset the whole family by going into Edit Town mode, evicting the family from the house and then putting them back into it. This may cancel any active wishes (I forget - it's been a while since I've needed to do it), so if there is anything in there that you really have your heart set on, take care of it before doing this.
As an alternative, you can do the testingcheatsenabled true thing, shift-click the Toddler and take them into Create-a-Sim. On the Basics tab, you can select a different life stage (Child, for example) and then just go back into the game, but don't forget to make sure you've filled all available trait slots on the Personality tab if you want to keep that stage. If you don't mind spending a few more days in the Toddler stage, you can do it again and put them back to Toddler (don't forget to reslect their traits) and go back into the game. They should be somwhere around day 0 or day 1 of that life stage and you can try the aging up thing again.
