But you can just download mods for hair styles and such for free; thesimsresource.com offers mods in the form of .sims3package files. Download the hairstyles you want and put these files into \Documents\Electronic Arts\The Sims 3\Downloads, open your launcher and click on the download tab. You will see the mods you've downloaded and you may install them from there.

There are many other sites out there that hosts mods, and google is your friend in this case.
Just know that DLCs and mods do impact your game's performance; often times negatively. Download only the mods you need and do not go overboard.
