Steam provides these 'bundles' for those who don't already own (one or more of) the bundled items. Any bundle item that you already own won't be available (to you - on your own account) at the bundle discount; although, if there is one (or more) bundled item(s) that you don't already own, then you can add the bundle to your cart and get just the unowned item(s) at the bundle discount.
Also - when purchasing items with the intent of giving them as gifts - Steam requires that the entire cart be designated as "gift items"; as opposed to having an uninstalled (never played) game in your library for a long enough time that it becomes gift-able.
If you have access (which, outside your immediate family, you probably shouldn't have) to a Steam account that doesn't yet own any of the bundled items, you can probably purchase everything in such a bundle, for gifting purposes. Then, again, there are Steam Wallet (gift) Cards - that allow the receiver to spend that amount on whatever Steam items the receiver wants to spend that amount on.
Wait, you can have games giftable from your library if they've not been installed for a certain ammount of time? since when..?? Also, I think if they check Gift then they can send the full pack, I've always done that with my friend and never had a problem with that.
