I have yet to find a solution. Have you tried asking on the Sims 3 forums?
I use a mod called Overwatch by NRaas that detects these stuck Sims, abandoned cars, unwatched TVs, &c. and resets them before they drag the whole system down with them. http://nraas.wikispaces.com/Overwatch
While you are in-game send all of your sims off their home lot then press CTRL+Shift+C to bring down the console and type resetSim * - don't forget the asterisk.
That should reset all sims in the game and fix the freezing problem.
It's a nice, immediate solution, but you soon get tired of typing it.
Playing on custom maps can help IMMENSLY with this, as most players actually bother to test and fix their maps before releasing them, that thing EA can't be bothered with because it requires spending money on which they refuse to do.
