Report a translation problem
There are plenty of player-made empty worlds though. In fact, many creators have uploaded both an empty version and a populated version of their creations.
Additionally, using Total Annihilation on the entire population (minus the one active sim, since you need to run it in live mode) shouldn't cause permanent lag. If you run the command with ErrorTrap and Overwatch also in place, then save/quit/reload, is the lag still there? I can imagine you might see temporary lag as the game regenerates some homeless sims, which it will do no matter what, but after that everything should be smooth.
For the display shelf issues, is there any pattern to which lots are affected, for example ones on a foundation or stilts?
Not that I could see. It consistently works in some places and not others. I've kept a record of places where it works fine so my sims can live in just those spots. I also marked some maps as okay and some as "cursed" when I couldn't find anywhere that worked.
For instance... I only found one spot that worked on Starlight Shores... and it was a custom lot I forced into the lower left corner of the map by the motorway. For that slot, the display shelves worked only in the lower HALF of the lot that was closer to the main road.
In Appaloosa Plains, I had more success with the lots on the upper level, while the lots on the lower elevation were all useless.
Alas my previous favourite world Midnight Hollow is completely cursed. I couldn't find a single lot on the entire map that worked right. Fortunately Dragon Valley and Moonlight Falls have quite a few working locations. As it stands though, the only way to check is to personally buy every single home and test them one by one.
