You are using the PortaitPanel mod to display that many sims. Use City Hall or an in-game computer, or click the right arrow button you see in the lowest left corner of the panel just below the 8th sim listed in the first column, to get to the mod's settings (they will all take you to the same place) and try NRaas > PortraitPanel > General > Show Known Info > False to shut down the tooltip generator at least for now. You may then need to save and reload the game if the errors don't stop looping.
Can't tell yet if this is the real problem or just a symptom. The number that appears only tells us that you had over 8,800 instances of the tooltip error and growing, that won't stop all by itself. If the errors still don't stop or if the sims are still not controllable, we really need to see what the script log files say (at NRaas, not here) to be able to assist any further. It's also possible that the "real" errors might start showing up, again we need the script log files to see this, once the tooltip errors stop generating by the thousands.

I suggest that you update all of your mods to their current versions. If you use ErrorTrap, be sure to get the v100 for Steam 1.67, not the one for 1.69. That's the only one that has different releases for the two current patch levels.
