Report a translation problem
1. Make a copy of your current saved game (copy its folder off to your desktop or someplace as a backup).
2. verify your game files through Steam (right-click the game in the library, select properties, go to the Local Content tab and click "verify integrity of game cache" or somesuch). This can take a while, depending on how much content Steam has to check through. It might be sticking at a missing or corrupted game file from UL.
3. Removing your mods is a good move, but the game itself is a little hinky with transitioning to and from foreign neighborhoods. Drop Overwatch and ErrorTrap back in (they won't interfere with anything and help with base game issues) and add Traveler, also from NRaas (nraas.wikispaces.com/Traveler). It helps specifically with problems involved with moving to and from foreign neighborhoods. Once you've transitioned to University, save the game and exit to your desktop. You can then start dropping in your other mods and CC (one at a time) and checking to see if anything hangs when you try to load the save.
Hopefully one of those two will get the job done for you. Don't remove Traveler once you're at University. One of the bugs that it helps fix is one that prevents Sims from returning from University.
