Report a translation problem
The most common reason for this kind of thing to happen is if you use certain cheats, for example using MoveObjects On to move a sim (including a pet) can break routing on that particular lot. The contstrainfloorelevation false cheat can also break routing whether you used it or someone else did while buiding the lot.
If this happens repeatedly, you can move your sim to a different lot. Or you can go to Edit Town, evict the sim, save the empty house to the library, bulldoze the lot, put back the library copy, and place your sim back in the house. (Or you can replace the house with something else.) Your sim would lose their promised wishes and opportunities but keep their jobs and relationships.
This shouldn't happen repeatedly though. When it does, it almost inevitably means something is broken about the lot, whether the routing is borked or a spawner appeared or was moved to somewhere it shouldn't be.
I understand you don't want to use mods in general, but if wild animals continue to cause problems for you, it could help to add NRaas Register and use its settings to limit the wild animal population.
Also, the resetsim command that puzzlezaddict mentioned usually works well, and there is also a command that resets all the sims on your game, although I can't remember it at the moment.
This is true, but there's no way a horse should land on a roof. Spawners are supposed to be on the ground, and there's no way for a sim of any kind to access a roof from lower down unless the lot's routing is completely borked or someone uses MoveObjects On to move them.
The cheat is "resetsim *" without quotes, as in, just type an asterisk instead of a sim name.
Whenever I finally install the NRAAS mods, I'll reinstall Pets, but for now, I'd rather not deal with the hassle.
It wouldn't surprise me at all to see a horse stuck in the floor of a building with a foundation. And any building could still have a spawner on it if the spawner was already present when the lot was built, especially if the builder didn't think to look for spawners. The game will place spawners on empty lots when the Pets expansion is first active, and you wouldn't see them unless you went into BuyDebug.
However, if you do uninstall Pets, be aware that uninstalling a DLC often prevents people from opening the game at all because some registries will remain. You will need to remove them by hand or with software or a script that will remove them for you.
