Is the complete collection worth it?

I've got about 100 hours on the base game and seen that there is a sale for the complete collection.

A lot of the DLC has mixed reviews and unsure whether to just purchase the best ones individually.

It's a good sale. A lot of people feel that the stuff packs aren't worth their price. Others like getting all that is offered for their games, so they are quite happy to get everything. If you enable all of the DLC, be aware that they can cause considerable lag and other issues for some people and unsubscribing to them can force you to learn how to remove leftover registries.

If you want to get the entire set, then I highly suggest that you also get a number of the NRAAS mods that fix many issues on Sims 3.

Check the guides section for this game. It will give you an idea of what issues people can have. Not everyone has these issues. I have many hours on this game and still haven't used any NRAAS mods, but I have only purchased 6 DLC's, and I have used at least several of the fixes described in the various guides, as well as keeping my Sim's inventories light when travelling and saving frequently, not using the fast forward button except for when the Sims sleep, etc.

Personally, if I had the money, I'd get a few more DLC's and all of the stuff packs, because I like having lots of options for customizing my Sims and their possessions. I'd also finally get the NRAAS mods.

If it's worth for you these money it is worth it. Especially with how crazy priced the full package is.

I'm personally hoping that one day they will do 90% sale. Then I'd finally be able to purchase everything The Sims 3 has to offer.
