You can take an in-game screenshot with the C key. The screenshots land in Documents > Electronic Arts > The Sims 3 > Screenshots. Click the Tab key for more camera control.

However, that doesn't capture the user interface. If you want to do that, you can use PrtScn, but the images sometimes come out dark. The same is true of Windows key-shift-S in fullscreen mode, but the screenshots should look normal if you put the game in windowed mode first.

If you have an Nvidia graphics card, you can also try using the Nvidia in-game overlay, although here again, screenshots can be darker than what you see in-game. If you do have an Nvidia card and want to play in fullscreen mode, let me know; there are some settings you can try to fix the color.

You can try the method suggested in this article:

under "How do I upload a picture to Steam?"

You can upload your screenshots or artwork to Imgur and then post the link on Steam. I just checked, and found someone's comment on a thread elsewhere on Steam that had an Imgur image link and I was able to click on it and see the image on the Imgur site.

This site has the same information as the Steam guide I listed above, but maybe it's more readable:
