If you use mods, specifically NRaas MasterController (plus its Cheats add-on), you can choose your sim's job level, so you could promote her to level 9 and see whether she then has new jobs available and can gain XP.
Her painting skill's maxed out, and I can't even USE the drafting table; the option to do so is grey-ed out. It's not a day off for her, either.

And I'm still curious whether using MC to promote the sim would help. You don't need to save your progress; it's just a test.
If you don't use MasterController, or the reset doesn't help, go to Edit Town, evict the sim, and place her back in her house. She'll keep her job level but not the XP, and she'll lose her promised wishes and opportunities, but this should reset any issues with her.
While I still delete all of my cashes to include world caches before I log in or right after logging out I am still in opposition to telling people that deleting world caches or any caches for that matter will stop Corruption of save files or "fix" in game issues.
The Sim, and the Save are the issues here.
The only benefit I see for deleting World Caches, and almost everyone still insists it be done is eliminating crashes on log in, it will not stop crashes in game or stop corruptions, also deleting the other caches will most likely not solve his issue as the issue seems to be with the specific Sim and upon loading you reload all caches "and" the problem with the Sim.
Deleting those World Caches makes the game take longer to load as well as the "entire" cache is regenerated "while" the load is taking place, any problems with that save are "also" being reloaded, resetting the Sim or watching for an Overwatch flag to bullseye the issue is the indication.
I have a feeling many people do not "reset everything" through Master Controller enough, I exclude the player lot but reset that individually, I have never had his specific issue, but in relation to townies I would reset the town, reset the sim, and reset the player lot 1st, if that doesn't work I am at a loss.
The caches will not fix this unless he "just" did a tweak in CAS through NRAAS to the Sim and deleting Compositor and the World Cache (both) fixes it, the Social cache may unlock his issue but that is a long shot.
Resetting the entire town should fix any out of household Sim issues, and it may take more than once depending on his towns size, and how often he "doesn't" do it, hell some people still preach NRAAS mods should never be installed in Sims 3 at all.
Reset the Sim, reset your lot, and reset the entire town, if you do not have NRAAS Master Controller/Overwatch/Traveler at minimum installed get them, Relativity can also help dialed back to 19, this effectively sets game clock time to 50% of normal.
Avoid complicated relationships of any flavor with Service Sims, Maids, Butlers, Repair people, they can be quite buggy, "unless" you ask one to move in, this makes the Sim "active" and usually dismisses the issues that can crop up.
This is because they are classified as "Homeless", don't ask why they cause problems, I avoid the homeless in Sims 3.
Otherwise keep them out of your house, fix and clean yourself.
It sounds to me as if your Sim may be stuck on a Script that will not complete, service personnel will come and go from the game "unless" you get a substantial relationship with them.
I never hire maids or butlers, I invite a Butler over when the family gets suitably well off and simply ask them to move in, the lead male in my current household is an Old Bridgeport Butler lol.
If nothing works say so, maybe we can hunt this thing down, I have been playing Sims 3 for almost a decade, maybe I have seen it in some other way.^^
