Do you use mods, and if so, have you tested without them? NRaas mods shouldn't do this, but others might, so it's worth testing in a clean game. And if you do use NRaas MasterController, try resetting the entire town: click on City Hall and select NRaas > MC > Town Options > Reset Everything.
Okay, I've just tried the "Make needs static/dynamic" on and off now and I'll see what happens to the fun bar. I think I had Master controller installed back in the day but I've only got Overwatch installed at this point. If the static/dynamic thing doesn't work, i guess i'll get Master controller installed eventually. Regardless if this works or not, thanks.
