If that's not the issue, please move the entire Sims 3 folder out of Documents\Electronic Arts and onto your desktop and see whether it helps.
Unless you have a 12th-gen Intel processor (or one of a particular class of new-ish Celeron processors), you don't need the PowerShell script, and not using it when you do need it doesn't cause a service initialization error.
I dont know if downloading the game is causing this issue or not, I've never had this problem before, only after downloading the game and all of its dlc is this happening.

Also, did you use the Steam uninstaller or your Windows uninstaller? For games purchased from Steam, it is recommended that you use the Steam uninstaller.
