Imaginary Friends are a life state that was introduced by Generations, so you need that EP to make it happen. It's not guaranteed that the doll will show up in the mail for each new child, but the probability is better than 50-50. If you're bound and determined to get one, make a hard save ("Save As") before the baby is born and do a bit of save scumming until it shows up.
IF dolls cannot be sold, though they can be gifted to another Sim. So if you decide to not have the child bond with the IF doll (I find them to be a bit creepy, frankly), just move it out of the child's inventory or don't let the child interact with it and it will remain an inanimate doll.
If you do decide to let the child bond with it, the child should eventually get an opportunity to make it into a regular Sim which becomes part of the household.
