Are you just getting a blank photo? Or a photo with a thumbprint on it? The first photos you take as a new photographer will often be junk. In real life, you know that was a good shot, but the game will deliberately make all your shots junk until you've taken enough photos and your skill is leveled up. You can also read a photography book to level up the skill.
The best place to go for leveling the photography skill is Egypt. The worst place is France. In Egypt you can get the best camera and a book on photography. I think the scenic shots are worth more there, as well. New photographers lose more money than they earn, at first. When leveled up, they make a ton of money from their photos.
P.S. The game doesn't really care how good the photo was. It cares what the subject of the photo was. So, you don't need to bother trying to center the subject and make it look nice or whatever. Just make sure the object is in the photo and you will get points for taking that photo.
For the portrait it always worked for me, not even need to be a closeup of the head, the target sim must only be on the photo. Same for the photo of a mummy, chest or pressure plate.
But you must have the photo in your sim inventory, not simply shoot the picture. You must take it from the camera or it will not work. I don't think the skill level or the camera is important. A cellphone picture is enough to complete the quest. You can even use a photo taken by another sim than the one who got the quest.
